Turkey and Qatar’s new proposal for a long-term ceasefire between Israel and Hamas includes building a floating harbor off the coast of the Gaza Strip where ships can anchor and deliver supervised goods to the coastal enclave.
Turkey and Qatar are two of the regions largest backers of the Muslim Brotherhood, which briefly controlled Egypt until its president was deposed by the Egyptian military.
According to the joint Turkish-Qatari proposal, all goods entering the Gaza Strip through the offshore port will have to undergo security checks. Palestinian sources have indicated that NATO, of which Turkey is a member, will be the body responsible for inspecting cargo, Israel’s Walla news reported.
Different sources in Gaza noted that this basic proposal, called “Tahdiyat Al-Amr,” or “Calming the Situation,” will also include a provision for the cessation to all hostile acts between Israel and Hamas for five years.
According to sources cited by Walla, the basics of the proposal have been presented to Hamas officials in Turkey, and officials in Gaza by Turkish and Qatari envoys. Senior Palestinian Authority officials also received the plan.
Turkey and Qatar also conveyed this proposal to Israel through Qatari envoy Mohammad Al-Amadi, who visited Israel and met with IDF commander Yoav Mordechai, Palestinian sources told Walla.
Israel opposes the development of a port off the coast of the Gaza Strip, including a floating one, according to Israeli reports.
