The EU Can Ban Dual-Use Items, but Israel Can’t

Except under specific circumstances, Israel allows pretty much anything into Gaza that cannot be used to attack Israel.
There is a list published by the IDF of “dual use” items that could be used for both innocuous and malicious purposes; these are restricted from entering Gaza, and include metal pipes that can be used to build rockets and construction materials that can be used to build terror tunnels.
So-called “human rights” organizations and European governments routinely rail against Israel for these restrictions.
But read about the sanctions that the EU imposes on Libya:
The European Union introduced in 2017 restrictions on the export or transit of inflatable boats and outboard motors to Libya.
The reason for the prohibition is to help limit human trafficking.
There are exceptions to the EU’s policy for, say, fishing boats, but Israel allows exceptions as well — for clear humanitarian need, when the materials can be accounted for.
When the EU does it, it is “sanctions.” When Israel does it, it is a “siege.”
