A Norwegian prosecutor found that a rapper who shouted “f*cking Jews” while performing at a family-friendly festival in June did not engage in hate speech, the Dagen newspaper reported on Thursday.

While on stage in Oslo, Kaveh Kholardi wished Muslim attendees “Eid Mubarak,” a traditional Arabic greeting marking the Eid al-Fitr holiday. He then asked whether there were any Christians or Jews in the crowd.

“F*cking Jews,” he said after a short pause, before adding, “Just kidding.”, which seeks to expand exiting laws that ban companies from adhereing by the Arab League boycott of Israel to organizations like the United Nations.

Organizers had complained to Kholardi after the performance, a spokeswoman for the Oslo municipality told local media at the time.

Anne Christine Kroepelien, head of the district council, said the entire “point of the event was diversity and inclusion,” and that Kholardi’s comments were “exactly the opposite of what the organizers wanted to promote.”

State prosecutor Trude Antonsen agreed with a police recommendation to drop the case against Kholardi, which was brought forward by Ervin Kohn, the president of the Jewish community in Oslo. While acknowledging that his statement was offensive and false, she said it was not a criminal violation.

Kohn said he will appeal the decision with the attorney general.

While the concert was not the first time Kholardi made comments against Jews — earlier in June he wrote on Twitter,  “f*cking Jews are so corrupt” — he has rejected claims that he is antisemitic.

“I’m not a racist and I’m not an antisemite,” the rapper wrote on Facebook after the outcry over his comments, which he insisted were taken out of context and said ironically. “If there were any young children who were really offended or felt any kind of discomfort, I’d really like to meet them personally in private and apologize.”
